AGENCIES in Leicester are working together to carry out the cityâs biggest-ever crackdown on under-age drinking and alcohol abuse.
The Safer Leicester Partnership, which includes Leicester City Council, Leicestershire Constabulary, and Leicester City Primary Care Trust, is to launch a focussed publicity and enforcement campaign, which will target young drinkers and their parents, as well as retailers and bar owners.
The move comes following concerns raised by councillors about anti-social behaviour fuelled by alcohol, and aims to reduce problems over the summer.
Leicester City PCT figures show that alcohol-related hospital admissions more than doubled from 2394 in 2003 to 6375 last year.
And almost £10 million is spent in Leicester on treating people across all ages, admitted to hospital with alcohol-related conditions.
Information released this week from the Department of Health (DoH) also shows that there were over 5000 alcohol-related crimes recorded in the city in 2006/07.
Set to run over the summer, the crackdown will include:
⢠labelling bottles of alcohol to identify where under-age drinkers bought them from
⢠test purchases from off-licences using under 18âs
⢠a publicity campaign in supermarkets, pubs and clubs to increase awareness of the units of alcohol in drinks and of the guidelines for sensible drinking
⢠a young peopleâs creative project, running from August to September, which will look at alcohol misuse.
Running alongside the prevention work, police in the city will target patrols in areas identified by the community as hotspots for young people congregating and drinking alcohol.
The council and police will ensure that rapid responses can be made to deal with new hotspots, and to prevent problems from being moved from one part of the city to another.
Cllr Ross Willmott, Leader of Leicester City Council said: âThere is no doubt that alcohol is behind many incidents of anti-social behaviour in Leicester. By working together in this way we can start to tackle the root cause of the problem as well as reducing the impact it has on the cityâ.
Chief Superintendant Chris Garnham from Leicestershire Constabulary said: âThis is a concerted effort by the Safer Leicester Partnership to educate, help and where necessary prosecute people who misuse alcohol. I want people to take responsibility for their own actions, or where appropriate, their childrenâs actions.â
Rod Moore, Deputy Director of Public Health said: âAlcohol is the cause of much misery as well as pleasure, and we need to wake up to that fact. This campaign is an important start, and we will be working with partners and the public in the months and years ahead to ensure that alcohol can be safely and responsibly enjoyed as part of a confident and prosperous city.â
The agencies will work together to monitor the success of the campaign. Their findings will be reported to the Safer Leicester Partnership in the autumn.
The findings will also feed into a long-term strategy to reduce alcohol harm in the city, which is being developed by the Safer Leicester Partnership.
