Licences revoked after two Leicester shops fail test purchases

Two Leicester shops have had their licence to sell alcohol revoked after being caught by police selling alcohol to underage customers on two or more occasions.

Londis on Horsefair Street in Leicester city centre and Victoria News & Booze on Howard Road in Clarendon Park appeared before Leicester City Licensing Committee at the Town Hall this morning (Friday March 27) following applications from the police to review both licences.

The Committee heard how Londis had failed four test purchases since the store opened in November 2007. The last failure was on Tuesday February 17 during Operation Nameplate, a city-wide campaign to tackle underage drinking and associated anti-social behaviour, which has been funded by the Home Office.

Victoria News & Booze had failed two test purchases in the last 12 months, the most recent during Operation Nameplate on Thursday January 22.

The Committee decided to revoke both licences which means that the premises will be unable to sell alcohol in future. The licence holder has the right to appeal within 21 days of receiving official notification from the Committee. If no appeal is lodged, then the licence is revoked.

PC Jon Webb from the City Centre Violence and Disorder Team said: "When an off-licence, pub or bar fails a test purchase for the first time, we always give them support and advice on ways to prevent further underage sales occurring. We provide them with literature and material to display regarding the Challenge 21 scheme and we give them a contact number for the police in case they require further advice.

"It is never our aim to get a licence revoked, but simply to prevent the sale of alcohol to young people under the age of 18. However, as today's result demonstrates, if businesses repeatedly fail to adhere to the licensing objectives then they put their licence and their livelihood in jeopardy.

"I hope the removal of these two licences sends a clear message to other businesses that police and our partners in Leicester will not tolerate the sale of alcohol to children."
